How has the draft Plan been developed?
Community Consultation
The current draft of the Plan has been drawn up following extensive public consultations between 2015 and 2019, both at public ‘EXPO’ events organised by the Penzance Regeneration Board and Cornwall Council, and at drop-in sessions within each community where residents could contribute to developing their own ‘Visions’ for their neighbourhood.
These visions helped to confirm support for key projects for inclusion in the Future High Streets and Town Deal bids.
Community Representation
The Community Link Group (CLG), established in 2018, includes community representatives from Heamoor, Newlyn, Paul and Sheffield, Mousehole, Gulval, Eastern Green, Penzance Central, Alverton, and Treneere. It has been fully involved in preparing the draft Plan.
Penzance is not a single community
It was obvious from the outset that the development of this draft Plan needed to recognise and reflect the fact that the civil Parish of Penzance is not a single community. The Parish is made up of several areas and communities with distinct identities, qualities and advantages, each facing different challenges and opportunities. The Plan has been developed around seven community areas:
- Penzance
- Newlyn
- Eastern Green
- Gulval
- Heamoor
- Mousehole
- Paul
At the heart of the draft Plan, topic based policies have been developed which apply across all of these community areas (and the whole Parish). To support the regeneration priorities in Penzance and Newlyn, these two communities also have place specific policies.
